Rijkswaterstaat uses scenarios to manage traffic. In the current situation, the information of the scenario’s is registered in the form of PDF files, for each scenario one. There are thousands of them. For the traffic engineer, it is time-consuming to create them: making pdf’s and draw flowcharts and maps using Microsoft Visio, as well as keeping them up to date. Also, there is no version management or overview at all.

For the traffic operators, they have a pile of printed PDF’s on their desk of the response plans they think will be applicable around that time (e.g., RingRoad Amsterdam closed due to roadworks)

The problem

The goal here was to develop state of the art software to support the creation and maintenance of the scenarios, as well as the implementation of response plans and decision support in a way that is much quicker, easier with more overview and fewer errors.

The approach

The transformation of the content of these scenario books into the software was not easy. The working processes of Rijkswaterstaat were complicated, and for years, the working processes were registered using PDF documents. In co-operation with Scenwise, We develop software to support this taking into account the 3A (Anyone, Anywhere, Anytime) principle, the accessibility, and transparency to all stakeholders (traffic engineers, traffic operators, contractors, project managers, etc.). Quality and efficiency are highly improved.

The result

The result is a unique state-of-the-art traffic management application, which was built much quicker than existing parties.

During a pilot at Rijkswaterstaat, the results were very positive, indicating that creating a complete response plan could be done within an hour, while the old system took many days or even weeks. Routine tasks can be done within minutes.

For the traffic engineer, using the map-view, between the implemented and available response plan, gives much more overview and reflection of the real status on the road.

With the use of Floating car data, all kinds of live triggers and combination with other Open Data, traffic engineers and traffic operators can come to new insights, take action, and improve traffic flow, even more, using this application.

In the near future, Moqod and Scenwise are working on a concept of making most regular response plans obsolete, by using the rule-based approach to generate response plans dynamically based on the actual road situation.
